1915-i and CES waiver HCBS Code and Fee Schedule Changes Effective January 1, 2027

Arkansas Total Care is notifying providers of changes to 1915(i) Home- and Community-Based Services (HCBS) service codes, definitions, and billing units effective January 1, 2027. Please review the updated fee schedule on Provider Resources and the following authorization and billing guidance:

1. Rehabilitation Day Treatment (H2017). This service is changing from hourly units to partial-day and full-day units. For authorizations beginning January 1, 2027, request the total number of H2017 units needed; you do not need to distinguish partial-day from full-day units in the authorization request. Beginning January 1, 2027, only one unit of H2017 may be billed per day.

2. Life Skills (H2014). Life Skills services are changing from H2017 to H2014. New authorizations are required for services delivered after December 31, 2026, including Adult Life Skills and Life Skills for ages 16–17, both individual and group. Submit requests using the applicable new code and modifiers and the correct number of units.

3. Family Support Partners. The previously listed H2014 code for Family Support Partners will be removed from the fee schedule because certification for this service is not currently available and the code has not been utilized.

4. Child and Youth Support Services (H2015). The billing unit is changing from one hour to 30 minutes. Providers do not need to submit new authorization requests unless additional units are needed.

5. Therapeutic Community Level 3. Level 3 is being added. For Arkansas Total Care authorization requests only, continue to use modifier UC for Therapeutic Community Level 1, no modifier for Level 2, and modifier UA for Level 3. Submit claims using the modifiers listed in the attached fee schedule.

Please review your existing authorizations and submit new requests where required to support services on or after January 1, 2027.
